Certain parts of the country have street cafes as part of their tourist attraction and have arrangements for licensing through their County Council Highways Department, notwithstanding any planning restrictions also affecting the business.

The Licensing Act provides a comprehensive scheme of licensing administered by local authorities and enforced between local authorities and the Police.
