The following properties are exempt from Council Tax Student with Books

Properties occupied solely by students
Halls of residence occupied by students
Properties left empty by full time students

Criteria for a student

In order to qualify as a student for Council Tax purposes a person must be enrolled on a full time course of education at a prescribed educational establishment.

The course must be one which:

Lasts for at least one academic year
Requires attendance for periods of at least 24 weeks
Involves at least 21 hours per week of study, tuition, work experience or a combination of such periods during term time.

Student Nurses

A person counts as a student nurse if studying for his/her first inclusion on the Nursing Register. Those carrying out health visitor training under Part 2 of the Nursing Register, pre - registration student midwifery training and pre - registration undergraduate nursing courses all count as a 'student, rather than 'student nurse'.

A prescribed educational established for nurses are - a college of nursing and midwifery; or a college of health Dwellings occupied only by student nurses are not exempt, they will be awarded a 50% discount.
