Gedling Borough Council have a duty to produce a Local Development Framework as required by the new Planning and Compulsory Purchase Act 2004. It is a folder containing a collection of Development Plan Documents, Supplementary Planning Documents and other non-local development documents which will guide how the Borough will develop in the future.

Under the previous system a single Local Plan was developed over a number of years and dealt strictly with land use planning issues. The new system takes the approach of a folder of documents. It is hoped that due to the folder approach, allowing individual documents to be completed in their own time on a rolling basis, the new system will be quicker. The new focus on 'spatial planning', which has widened the scope of planning, will hopefully lead to improvements in planning outcomes.
A central part of the 2004 Act was the importance of involving the community from the start of the process. This 'frontloading' of involvement allows you to raise issues from the start and influence not only what goes into the development plan documents that make up the Local Development Framework but the way in which the Local Development Framework progresses.

A revised version of the Local Development Scheme was approved by the Secretary of State in April 2007. It became effective on 1 May 2007 and is a 3 year rolling programme setting out:
Together, all the documents listed in the Local Development Scheme will form the Local Development Framework for Gedling Borough.
The Statement of Community Involvement (SCI) sets out how the Borough Council will involve the community and key stakeholders in preparing its Local Development Framework and also on development control matters in the consideration of planning applications.
The Borough Council adopted the Statement of Community Involvement on 11th October 2006. All Local Development Documents prepared by the Borough will need to follow the procedures for consultation and engagement set out in this document. The Core Strategy will set out the strategic policy direction for future spatial development in Gedling Borough and will be one of a series of Local Development Documents that together will form the Local Development Framework (LDF). The Local Development Framework will become the comprehensive spatial planning guide for Gedling and will eventually supersede the Replacement Gedling Local Plan that was adopted in 2005. Until that time the policies in the Replacement Local Plan will remain in force. The life of the Core Strategy will be at least ten years from the date of adoption.
A framework for monitoring and implementation of policies will also be included within the Core Strategy.
Each stage of preparation of the Core Strategy will be accompanied by a Sustainability Appraisal report, which establishes how its economic, social and environmental effects might reflect the objectives of sustainable development.
Pre-submission consultation with key stakeholder groups and organisations on the Core Strategy ‘Issues and Options paper’ was undertaken in April 2006.
The Borough Council has prepared a report “Summary of Consultation on the ‘Issues and Options Paper’”. This is a summary of the comments received from stakeholder groups and organisations on the Core Strategy ‘Issues and Options Paper’ and the Council’s response to the points raised.

All comments made at this stage informed the next stage (Stage 2) of the Core Strategy, the ‘Preferred Options’ document.
The Core Strategy ‘Preferred Options’ report was to be the second stage in the development of the final Core Strategy document. It built upon the Issues and Options consultation undertaken between April and June 2006. The six week consultation period on the 'Preferred Options' document took place between Wednesday 7th February 2007 & Wednesday 21st March 2007.

The Core Strategy will be subject to a Sustainability Appraisal at each stage of its preparation, to establish whether the economic, social and environmental effects of the document reflects the objectives of sustainable development. The Sustainability Appraisal report that accompanies, and should be read in conjunction with, the ‘Preferred Options’ document has served to inform decisions on the choice of Preferred Options.

The Annual Monitoring Report aims to assess the implementation of the Local Development Scheme (LDS) and the extent to which policies in the Local Development Documents (LDDs) are being successfully implemented. It also provides details of general social, environmental and economic effects as background information about conditions within the Borough. It covers the period 1 April 2006 to 31 March 2007.

All Local Planning Authorities in England must undertake work to establish whether or not a Five-Year Housing Land Supply exists in their area. A document called 'Five Year Land Supply for Gedling Borough' has therefore been produced, which will be monitored on an annual basis linked to the Annual Monitoring Report review process. This exercise will enable the Borough Council to actively plan, monitor and manage housing needs and ensure that the Council can deliver a flexible supply of land for housing. The 'Five Year Land Supply for Gedling Borough' document is attached as an appendix to the AMR and is also available separately.
