Planning applications for 10 or more dwellings (or if no number is given, the site area is more than 0.5 hectares) are classified as major developments.
Applications for other uses, including offices, industrial or warehouse units, are classified as major developments where the floorspace will be 1000 square metres or more (or the site is 1 hectare or more).
All enquiries and applications for major planning applications are handled by the Principal Planning Officer (tel: 0115 901 3727).
Most major planning applications are determined by the Planning Committee, which meets every three weeks, although some decisions may be delegated to the Head of Planning and Environment.
A key national priority for planning services is performance in the speed of handling planning applications, and local planning authorities have been set a target of determining 60% of major planning applications within 13 weeks.
The Borough Council is currently dealing with over 80% of these applications within the target period. To help us achieve this, the co-operation of prospective developers is required.
Pre-application discussions are important and benefit both developers and the Borough Council in ensuring a better understanding of the objectives and constraints that exist. Proposals can be adapted to ensure that they better reflect community aspirations and that applications are complete and address the relevant issues.
A positive attitude towards pre-application discussions is encouraged so that formal applications can be dealt with in a more certain and speedy manner and the quality of decisions can be better assured.
It should be noted that the Borough Council is unable to justify protracted negotiations once an application has been validated, so preliminary enquiries should provide sufficient information to enable a detailed response.
Advice will be provided using a Development Team approach with the main consultees and the need for any Section 106 Agreements or developer contributions (such as affordable housing, open space, integrated transport measures, education or health) will be indicated.

Since 1st April 2007, Local Planning Authorities are required to have regard to Planning Policy Statement 3 on Housing (PPS3) as a material consideration when making decisions on planning applications.
One of the effects of PPS3 is to reduce the site threshold for seeking provision of affordable housing to 15 dwellings. This new threshold will now be used as the affordable housing trigger rather than 1 hectare as stated in policy H18 of the Adopted Replacement Local Plan and the Interim Planning Guidance on Affordable Housing.
As the Borough Council's Core Strategy is unlikely to be adopted until 2010, it is intended to produce revised Interim Guidance on affordable housing that accords with PPS3 in due course .
Although now partially superseded by PPS3, further information on Affordable Housing requirements can be found in the Borough Council's Interim Planning Guidance on Affordable Housing, which was adopted in April 2005.
Information on Open Space requirements can be found in the Borough Council's Supplementary Planning Guidance on Open Space Provision, which was adopted in November 2001.
Advice on parking provision can be found in the Nottinghamshire County Council's Supplementary Planning Guidance on Parking Provision for New Developments, which was adopted in May 2004.

The Borough Council has also endorsed the Nottinghamshire County Council's Interim Transport Planning Statement on Integrated Transport Measures and Developer's Contributions, which was adopted in May 2002. Where proposals satisfy the minimum criteria in the ITPS, developers will be expected to enter into Section 106 Agreements with the County Council.

A Standard Planning Application Form (1APP), has been introduced to replace all existing types of planning application forms. 1APP is available in electronic form online via the Planning Portal and as a paper form from the Borough Council. The use of 1APP became mandatory on 6th April 2008.
Linked to the introduction of 1APP are new arrangements for the validation of planning applications. These comprise a national core list, setting out the statutory requirements that will apply in all cases, and additional items specified locally from a list provided by central government, which will comprise additional information which the Borough Council considers necessary to validate an application.
Failure to submit the information required on either the List of National Requirements or the List of Local Requirements, which the Borough Council adopted on 9th April 2008, will mean that an application will be invalid and will not be processed until this information is received.
More information to be submitted with planning application forms on the national and local lists of requirements is provided with the 1APP forms. Alternatively, a list of the required supporting information for validation can be established during pre-application discussions.
You also need to supply four copies of all of the documents submitted as part your planning application, along with the correct fee. You are encouraged to thoroughly check your application before you submit it, as it will not be considered until all of the necessary information has been received.
Where Section 106 Agreements are required, the developer will be requested to instruct solicitors to begin preparation of a draft Agreement at an early stage on a “without prejudice” basis.
