Types of Planning Application

What sort of application do I need to submit?

Outline Planning Applications

These are submitted to obtain planning permission in principle for a particular type of development.  Outline planning applications are mostly made for larger residential or industrial developments.  Certain details, known as Reserved Matters, can be reserved for subsequent approval.

Following the introduction of new legislation, which came into force on 10th August 2006, the Reserved Matters have now changed from ‘Siting, Design, External Appearance, Means of Access & Landscaping’ to ‘Layout, Scale, Appearance, Access & Landscaping’.  

Outline planning applications will also now need to include more supporting information on Use, Amount of Development, Indicative Layout, Scale Parameters and Indicative Access Points, even if Layout, Scale and Access are reserved.

Conditions requiring the submission of precise details are attached to outline planning permissions.  These are then submitted in due course as part of a further application for the Approval of Reserved Matters.

Approval of Reserved Matters

These are the further details required by the Council following the grant of outline planning permission.  Applications for the Approval of Reserved Matters must normally be made within three years of the grant of outline permission, otherwise the permission will lapse

Full Planning Applications

These include all details of the proposed development, including Layout, Scale, Appearance, Access & Landscaping.  Development must normally start within three years of the grant of full permission, otherwise the permission will lapse.

Following the introduction of new legislation, which came into force on 10th August 2006, Design and Access Statements must be submitted with all applications for planning permission and listed building consent, except for applications for householder development, change of use and engineering and mining operations.

A change of use of land or buildings is also dealt with as a full application., but does not necessarily require the submission of all such details.

Other types of Application

In addition to the above, separate applications are required for Listed Building Consent, Conservation Area Consent, Advertisement Consent, Certificates of Development (Existing and Proposed) and Discharge of Conditions.  Please contact us for more advice on these types of application.

Application Fees

Applicants are required by law to pay a standard national fee to the Council when submitting an application.  Fees vary depending upon the type of application.  Please contact us for details of the fees payable.

PLEASE NOTE:  Planning fees have increased as from 6th April 2008 and have been extended to include applications for the discharge of conditions attached to planning permissions.
