Local Development Framework

In 2004 the Government introduced a new plan making system called the Local Development Framework system.  The new system is intended to make the planning system more robust and evidence based and able to react more quickly to the changing needs of the community.  It also aimed to ensure documents were prepared with a greater level of community involvement.

 The system allows community organisations, businesses, local groups, representatives and residents to raise issues from the start and therefore directly influencing the documents that make up the Local Development Framework.

The new system takes the form of a folder of documents which is intended to make the planning process quicker by allowing each document to be completed individually and on a rolling basis.  As documents prepared under the new system are adopted, they will gradually replace parts of the Replacement Local Plan.

The following sections explain the three documents we produce that relate to the delivery of the policy documents:

Annual Monitoring Report

The Annual Monitoring Report is updated annually (published in December/January each year) and looks at the previous financial year (April – March).

The document provides background information on the general social, environmental and economic characteristics of the Borough, and assesses progress on the preparation of policy documents against the timetable set out in our Local Development Scheme.

Like all local planning authorities in England, we are required to establish whether we have a five year supply of housing land in Gedling Borough. This is updated annually and published as part of our Annual Monitoring Report, but provided as a separate document here for ease of use.

Local Development Scheme

The Local Development Scheme is the ‘project plan’ for the Local Development Framework used to outline the planning policy documents we intend to prepare and the timetable for their production.

Our progress on preparing planning policy documents is then reviewed in the Annual Monitoring Report, which sets out our progress against this timetable.

Statement of Community Involvement

The Statement of Community Involvement sets out how we will involve the community and key stakeholders in preparing the Local Development Framework.

The current Statement of Community Involvement, adopted 11th October 2006, sets out the procedures for consultation and engagement that we will follow in preparing our planning documents.  It also sets out the consultation procedures for planning applications.
