Greater Nottingham Aligned Core Strategy Shaping the Future of Gedling Borough

Aligned Core Strategies graphic  As part of the Local Development Framework, the Aligned Core Strategy will set out the strategic policy direction for future development in Gedling Borough.

Once adopted, the Core Strategy will be used to help decide Planning applications and guide the location and design of development in Gedling Borough.The role of the Aligned Core Strategy is to help implement the spatial elements of the Sustainable Community Strategy which for Gedling Borough comprises the Vision 2026 and the 5 Priorities which were agreed by the Council on 17 December 2008.

Consultation 25 July - 19 September 2011 - now closed

We have consulted widely on the following 3 consultation documents which are all part of the process of preparing the emerging Aligned Core Strategies:

  1. Housing Provision Position Paper (closed 19 September 2011)
  2. Climate Change Policy (closed 19 September 2011)
  3. Locally Distinct Housing Issues for Gedling Borough Council (July 2011) - which makes reference to Mapperley Golf Course as a possible development site.  The consultation has now closed (3 October) and there has been a good response.  Some people have raised a number of similar questions.  In order to be helpful and to raise understanding we have summarised the key questions and provided our answers see:

Initially we began work on a Core Strategy solely for the Borough, as outlined in our Core Strategy Archive. However, since the introduction of the new planning system in 2004, government policy affecting core strategies has been clarified.  We therefore decided to revisit our earlier work to ensure we comply with the most up-to-date guidance on good practice.

As part of this process, we began working with other Greater Nottingham authorities to prepare an Aligned Core Strategy.

The Greater Nottingham Joint Advisory Planning Board

The Greater Nottinghamshire Joint Advisory Planning Board was established in April 2008 to advise the area’s constituent Councils on the alignment of planning work across the region.  The Joint Advisory Board is a partnership group formed between Ashfield, Broxtowe, Erewash, Gedling, Nottingham City and Rushcliffe Councils.

The Board also helps to agree suitable locations for sustainable urban extensions and highlight the need to coordinate infrastructure investment to support sustainable urban extensions.

By working together with other local authorities, we hope our planning policy will be more consistent and so help promote better planning and service delivery to the Borough.

Equality Impact Assessment

The public consultation on the Phase 1 Report of the Equality Impact Assessment ran between 11 April and 23 May 2011.

A number of comments were received and these are now being analysed to establish the changes to the format and content of the document.  The comments made and our responses to them will be set out in a Report of Responses.  This, along with the Phase 1 Report, will help inform the drafting of the next stage of the Aligned Core Strategies.  Further assessment of the Aligned Core Strategies policies will be undertaken as and when policies emerge before they are formally "adopted”.

Public Consultation

We are keen for you to be involved in preparing the Aligned Core Strategy and there have been two Public Consultations so far in 2009 and 2010 on the ‘Issues and Options’ document and the ‘Option for Consultation’ document respectively.  The documents for these stages are available in the Core Strategy Archive.

The latest consultation stage

Following publication of the ‘Option for Consultation’ the Borough Council, together with the other Councils in Greater Nottingham, decided to review the evidence underlying the housing provision figures it contained, due to Government’s intention to abolish regional strategies.  

Along with other Councils in Greater Nottingham we consulted on a Housing Provision Position Paper setting out the Council’s latest thinking on housing provision and also on the policy relating to climate change.  We also consulted on a paper which looks at how the requirement for the Borough Council should be accommodated.  In particular, the paper looks at a revised approach to the Gedling Colliery/Chase Farm site and the possible inclusion of Mapperley Golf Course as part of the development site.

Following public consultation on the Housing Provision Position Paper, Climate Change Policy and Locally Distinct Housing Issues for Gedling Borough Council, the council is working to refine its strategy and submit its proposed strategy to the Secretary of State for consideration.

A provisional timetable for further stages of preparation and publication of the Aligned Core Strategies has been prepared and agreed by the participating authorities.
