Carlton Neighbourhood Board
The Council seeks Independent Chair.
The Council are looking to appoint an Independent Chair with:
- Proven experience of community leadership or be a prominent local business person;
- Leadership ability to bring consensus amongst competing interests;
- Proven experience of strategic planning and oversight and
- Ambitions for the Carlton area
The ideal candidate will have both a local connection and considerable knowledge of the greater Carlton area and its communities but candidates with suitable experience will not be discounted.
The Independent chair must be able convey an enthusiasm and ambition for the area to drive positive and meaningful interventions that have long lasting positive impacts for the communities across Carlton. The Chief Executive in consultation with the local MP will confirm the appointment of the Independent Chair.
The Board currently includes Michael Payne MP, John Clarke MBE Leader of Gedling Borough Council along with representatives from the PCC, County Council, local business and community.
The appointment to the Carlton Board is on a voluntary but expenses will be recoverable.
The Chair will be expected to comply with the code of conduct based on the Seven Principles of Public Life (the Nolan Principles)
Expressions of Interest for Independent Chair
Expressions of interest to be submitted to the Chief Executive of Gedling Borough Council by email prior to the 7th April 2025 (executivesupport@gedling.gov.uk).
Expressions of interest should outline relevant experience and attributes and include a full CV.

Meet the Members
Val Green MBE
Val is an accomplished Chartered Project Professional, overseeing large construction projects. Val holds an additional role as an Association of Project management (APM) Chartership Assessor and recently qualified as a reviewer for the Infrastructure and Projects Authority (IPA)
Val is a proud Army veteran who served with distinction for 10 years and now plays an active role in the Carlton Armed Forces Breakfast Club
In her spare time Val is a passionate advocate for animals and the environment, running a charitable organization that supports 300 animal welfare establishments across the UK through fundraising, advocacy, and practical support.
Val has lived in Carlton for the past seven years, and in 2019 founded the Carlton Hill Community Action Group to promote her local community.
Her efforts, in collaboration with Gedling Borough Council and local volunteers, led to the planting of young trees, and the installation of a memorial in the Memorial Woodland located in Carlton Hill Recreation Ground. This initiative serves as a poignant tribute to those lost to COVID-19
In recognition of her service to charity during the pandemic, Val was awarded an MBE.
Nathan Kenney
I have lived in Gedling all my life and as a local resident, primary school teacher, and business owner I have both pride and ambition for the area. There is much to celebrate about the area, a rich heritage, vibrant businesses, and significant growth in both commercial and residential sectors. I have specific skills and interest in sport and the well-being impacts it can bring to both the physical and mental health of people of all ages.
Councillor Keith Girling
Originally from Nottingham Keith moved to Newark in 1988 whilst still serving in the Grenadier Guards.
He as a wide variety of qualifications from a Nuclear, Biological and Chemical Warfare Instructor to a Driving Examiner. Keith is a great believer in training and since leaving the Grenadier Guards he has continued with his personal development gaining a diploma in economic development and level 2 in Wines and Spirits to name just two.
Keith is the Cabinet Member for Economic Development and Asset Management at the Nottinghamshire County Council and has been involved in several key projects including STEP Fusion and the East Midlands Freeport. Cllr Girling is also sits on a wide variety of outside bodies and is proud to be the councils Armed Forces Champion.
Dr Ian Campbell MBE
Dr Ian Campbell MBE is a General Practitioner in Carlton, Partner in the Jubilee Park Medical Practice, and has been practicing in Carlton for more than 30 years. Dr Campbell has been an active campaigner for improved communities across the country and for promoting healthier and more active communities to improve individual wellbeing, and help prevent ill health. Our health is determined by how where we live, our education, employment, transport, income and resources. Dr Campbell wants to help make Carlton a healthier, and happier place for everyone to enjoy, prosper, and live well.
Dawn Edwards MBA FInstL, MCMI
Dawn has lived and worked in Nottinghamshire all of her life and is keen to promote and improve the area. She has a mixed portfolio of business interests and is MD of Challenge Consulting a Management Training Company based locally. She is active in both the business and the wider community for which she has won various accolades including Outstanding Female Leader in a Market Town 2023 (Womens Awards EMids) and a finalist Great British Entrepreneur Awards 2023 (service industry category). She was President of East Midlands Chamber from 2019/20 and is currently Area leader for Federation of Small Businesses (a voluntary role).
Stella Clarke
Stella Clarke is the Youth Mayor of Gedling, a dedicated and passionate advocate for young people in her community. Currently serving as the Vice Captain of her house at school, she became the Youth Mayor this year, driven by a desire to make meaningful changes. She volunteers with Phenomenal Futures, demonstrating her commitment to community service.
Inspired by her grandfather, John Clarke MBE, the Leader of Gedling Borough Council she pursued the role of Youth Mayor to work closely with the youth council and improve the lives of young people in Gedling. Her dedication was further fuelled by hearing Muhammad Malik, a former youth mayor, speak about his transformative experiences in the role. She is deeply invested in creating a better community and is enthusiastic about the positive changes she can help bring about during her tenure.
John Taylor
John has a special interest in local economic and community development being a Fellow of the Royal Geographical Society and Member of the Institute of Economic Development, his MBA dissertation explored the role of Local Government in promoting urban regeneration.
John has considerable experience in serving on local organisations, being a past Chair of Nottingham Health Authority, Nottingham Playhouse and New College Nottingham FE College. He also Chaired the European Union “Urban” Regeneration fund in England.
Now living in the Borough of Gedling but previously an elected Councillor at and leader of Nottingham City Council John has worked in the private sector for the past 15 years manging large scale planning and property developments for a Nottingham based manufacturing group.
Paddy Tipping
A social worker by profession, Paddy has been involved in delivering and planning public services for over fourty years. He was a local MP and a Minister in the last Labour Government. He presently works in the health and third sectors.
He has long standing and close links with the Carlton area.
