How the funding works
In March 2024, the former government announced a further tranche of Long Term Plan for Town (LTPFT) funding. Carlton was selected as part of this tranche to receive £20 million of endowment style funding over a 10-year period. In March 2025, the new government confirmed that a new Plan for Neighbourhoods would replace the LTPFT and that there would be a £1.5 billion programme to invest in 75 areas over the next decade – a long-term strategy to fix the foundations of those places most left behind.
The Council as the accountable body subsequently established a Town Board and appoint Sir John Peace to the interim role of independent Chair. In full consultation with the local community, the Board developed a draft 10-year vision for Carlton including a 3-year investment plan outlining how funds are to be allocated. This draft plan includes interventions to address the needs and priorities of Carlton and refer to the themes of the former guidance. The Board also resolved to enlarge the boundary to include Mapperley at its norther point and Netherfield Lagoons at the southern extent.
Now rebranded as the Plan for Neighbourhoods, this programme will channel around £20 million into Carlton over the next ten years. Additionally, the Plan for Neighbourhoods has been broadened to include the following key themes:
- Cohesion
- Education and opportunity
- Health and wellbeing
- Housing
- Regeneration, high streets and heritage
- Safety and security
- Transport
- Work, productivity and skills

At the centre of this programme is the Neighbourhood Board, working in partnership with Gedling Borough Council to drive growth by improving the physical and social infrastructure of the community and delivering tangible improvements to the everyday lives of residents.
The board, alongside Gedling Borough Council, will be responsible for producing a ten-year Neighbourhood Plan for Carlton, setting out the activity that will be pursued to achieve the three strategic objectives of the programme:
- Thriving places
- Stronger communities
- Taking back control
