Neighbourhood funding - Parish

Charging authorities are required to pass 15% of CIL receipts directly to those parish councils where the chargeable development has taken place. This increases to 25% where there is a neighbourhood development plan in place or where permission has been granted for a neighbourhood development order.

The Neighbourhood Portion must be spent on:-

  • the provision, improvement, replacement, operation or maintenance of infrastructure; or
  • anything else that is concerned with addressing the demands that development places on an area.

Guidance notes have been prepared to support parish councils through this process.

Monitoring

For each year where they have received the Neighbourhood Portion through CIL, parish councils must publish a report detailing funds and expenditure.  These reports must be published either on the parish council’s website or Gedling Borough Council’s website.
