Delay in publishing audited Statement of Accounts: Year Ended 31 March 2021 

Publication of Gedling Borough Council Statement of Accounts and Audit Opinion

The external audit of the draft Statement of Accounts for the year ended 31 March 2021 has not yet been completed by our external auditors, Mazars LLP, as they envisage giving their opinion in November 2021 in line with the proposed timeframe for issuing their audit report on Gedling Borough Council’s financial statements.

This situation is allowed for by Regulation 10, paragraph (2) of the Accounts and Audit Regulations 2015 (SI 2015/234) https://www.legislation.gov.uk/uksi/2015/234/regulation/10 as amended by the Accounts and Audit (Amendment) Regulations 2021 (SI 2021/263) https://www.legislation.gov.uk/uksi/2021/263/regulation/2/made.

This notification explains, as per Regulation 10 (2) (a), that we are not yet able to publish our audited 2020/21 Statement of Accounts in line with publication date of 30 September 2021, as per Regulation 10 (1). Gedling Borough Council is continuing to work closely with the external auditor to ensure the required work is completed as soon as possible. In line with the Accounts and Audit Regulations 2015, Gedling Borough Council published a draft Statement of Accounts subject to audit on 31 July 2021 and the final audited Statement of Accounts for the year ended 31 March 2021 will be published as soon as the audit is concluded, and the Independent Auditor’s Report issued.

AUDIT OF ACCOUNTS FOR THE YEAR ENDED 31 MARCH 2021

Public Inspection of Accounts and the exercise of electors’ rights

The Council’s accounts are subject to external audit by David Hoose of Mazars LLP, Park View House, 58 The Ropewalk, Nottingham, NG1 5DW, and members of the public and local government electors have certain rights in the audit process. The Council’s Statement of Accounts must be made available for a single period of 30 working days.

  1. The period for the exercise of public rights will commence on Monday 2 August 2021 and end on Monday 13 September 2021. During this period, between 9.00am and 5.15pm Monday to Thursday and 9.00am to 4.45pm Friday, any person may inspect the accounts of the Council for the year ended 31 March 2021 and certain related documents (comprising books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records) at the address given below.  They may also make copies of the accounts and documents. Please contact me at the address below to make the necessary arrangements.

  2. A local government elector for the area of the Council, or his/her representative, may ask the auditor questions about the accounts. Please contact the auditor, David Hoose, at the address given above to make arrangements to ask any questions.

  3. A local government elector for the area of the Council, or his/her representative, has the right under s27 of the Act to object to the Council’s accounts asking that the auditor issue a report in the public interest and/or to apply to the court for a declaration that an item in the accounts is contrary to law. Written notice of a proposed objection under s27 and the grounds on which it is made must be sent to the auditor at the address given above and copied to me at the address given below.

The usual requirement is for the Council’s Accounts to be approved by 31 May and for the period of public inspection to include the first 10 working days of June. Due to the ongoing coronavirus pandemic, the Accounts and Audit (Amendment) Regulations 2021 provide that the Accounts must be approved by the Chief Financial Officer by 31 July at the latest, with a requirement that the period of public inspection is therefore to commence on the first working day on or after 1 August at the latest, following approval by the Chief Financial Officer. Councils may choose to approve the Accounts earlier, in which case the period of public inspection would similarly be brought forward.
