Design code

The Design Code Framework was adopted in November 2024 and sets the general requirements for good design for new residential development (only).  The Design Code Framework should be read in conjunction with other planning policy documents, including the local plan, supplementary planning documents, planning guidance, Conservation Area appraisals and neighbourhood plans. Our interactive website provides an overview of the Design Code Framework.

Each Design Code document contains a number of design principles, which cover three elements:

Observation (shown in green): Applicants will be expected to demonstrate that they have ‘Observed’ the application site and the surrounding area to identify any features, and ‘Evaluate’ how these features have influenced the design of the proposed development.

Mandatory Requirements (shown in red): Any Mandatory Requirements in the documents ‘must’ be met by the application.

Desirable Requirements (shown in amber): Applicants ‘should’ also consider any Desirable Requirements which could enhance the application.

The information provided in support of the planning application must clearly explain how each design principle has been met. A checklist is included at the back of each Design Code document which should be completed and submitted to show how each Design Code requirement has been met, alongside other documents required as part of your planning application.

If the application does not comply with one of the principles, you must submit sufficient justification and evidence, or your application may be refused. You should indicate in the checklist  the precise section of any document you have submitted in support of the planning application which justify any non-compliance or why a design principle is not applicable.
